The California Election Code requires that voter-specific sample ballots and supplementary materials be sent to each voter approximately four to five weeks before an election. These pamphlets include descriptions of contests and ballot measures, statements provided by candidates, impartial analyses of measures, arguments for and against measures, the actual text of each measure, voting instructions and other helpful information.

In July 2010, AB1717 was enacted allowing cities and counties in the State of California to provide voters the option to opt out of receiving their ballot materials via mail and instead receive through electronic distribution.
